LIFEHACK FOR EXPORTERS - AUTOMATIC REGISTRATION OF TRANSIT DECLARATIONS

Within the framework of the EAEU, information technologies are introduced and improved in the sphere of goods transit. They allow you to expedite the passage of customs formalities. Electronic declaration of transit goods has become commonplace. And now special attention is paid to the use of technology for automatic registration of electronic transit declarations (ETD).
Auto-registration ETD is used for transportation of goods by rail and road. Since April 23, 2019, as part of a pilot project, this technology has been applied at several customs. And from October 28, it is used by all the customs authorities of Russia.
The automatic registration of the ETD takes minutes if the declarant strictly observes the form and procedure for filling out the transit declaration (the requirements are established by the decision of the Customs Union Commission dated June 18, 2010 No. 289 “On the form and procedure for filling out the transit declaration”). The program monitors the compliance of the EDS with the established structure and formats, verifies the authenticity of the electronic signature of the declarant.
 
- Since October 28, 2019, 43 electronic transit declarations have been issued at the customs control posts of Vladimir Customs, of which 22 declarations passed auto-registration. If the declarant has not completed or incorrectly filled in certain columns of the ETD, an error protocol is generated by software. While the technology is being developed, therefore, in case of refusal of auto-registration, the declarant needs to interact with officials of the customs post in order to find out and correct errors, ”explained Nikolai Romanov, head of the department of customs procedures and customs control.
 
At present, preliminary electronic transit declarations and ETDs do not pass auto-registration, for which foreign carriers act as declarants. However, the technology of automatic registration is being improved and its further development is inevitable. The next step will be the automatic issuance of electronic transit declarations that have successfully passed automatic registration.
