IMPLEMENTATION OF THE NATIONAL PROJECT "INTERNATIONAL COOPERATION AND EXPORT" IS GOING GREAT

All in all, we are implementing 51 regional projects as part of 11 national projects in the areas: "Human Capital", "Comfortable Environment" and "Economic Growth". The Vladimir region is one of the leaders among the subjects of the Russian Federation in a number of projects.
On January 14 Governor Vladimir Sipyagin held a meeting of the Supervisory Board for Project Management in the Vladimir region. It was dedicated to the results of national projects implementation in the 33rd region in 2020. Cash execution of the consolidated budget of the region for the implementation of all national projects as of January 1, 2021 amounted to 90 percent of the plan, or 9 billion 844 million rubles. For objective reasons, including the coronavirus pandemic, adjustments were made to a number of projects, but our region fulfilled all the main target indicators of the national projects in full.
Among the subjective reasons for the pinpoint underspending of funds is insufficient control on the part of municipal customers over the timely conduct of competitive procedures and the execution of state contracts for the supply of goods, works and services within the framework of the national projects.
"I ask the regional prosecutor's office and the Association of Municipalities of the Vladimir region to get involved in this issue. Contract deadlines must be strictly adhered to, and the municipality must monitor the implementation of the work as meticulously as the regional departments do! At the same time, local authorities must clearly understand their responsibility, first and foremost - to the people who will not receive new socially important facilities or services. Because untimely disbursed funds will be redistributed to more diligent and diligent territories," Vladimir Sipyagin emphasized.
Among the regional "honors" are the national projects "Culture", "Digital Economy of the Russian Federation", "Small and medium-sized businesses and support for individual entrepreneurial initiatives", "International cooperation and export", "Productivity and employment support", "Demography" and "Safe and Quality Roads".
Despite the difficulties, the Vladimir region managed to maintain the pace of housing construction. In 2020, 726 thousand square meters were commissioned, which amounted to 104 percent of the plan. Our region ranks 6th in the Central Federal District by the number of housing mortgage loans and 8th in terms of volume of loans issued in money terms.
Our region is ahead of schedule in the sustainable reduction of uninhabitable housing stock. As of today the corresponding federal project for the resettled area has been implemented for 196 percent, and in terms of relocated citizens - for 242 percent: more than 1,720 people have improved their living conditions. According to the rating of regions, made by Ministry of Construction of Russia, Vladimir region takes the 17th place in realization of measures on citizens resettlement.
The governor especially noted that the regional authorities will continue to pay the closest attention to this theme: "2021 - the year of the scrupulous analysis of work of municipalities regarding transfer of dwelling constructions in status emergency".
In 2020 the Vladimir region exceeded the plan of the project "Formation of comfortable urban environment". It was necessary to improve 111 yards and 39 public spaces in 31 municipalities. In fact, 125 yards and 44 public spaces have been improved.
Our region ranked fifth among CFD regions in terms of forest restoration. Thanks to the Ecology national project the works have been performed on the area of 5,6 thousand hectares, which is 104% of the plan. By the way, reforestation works in the region are provided with our own planting material.
