In 2019, a number of Federal Laws were amended. Today we introduce you to some of them.

In 2019, a number of changes were made to the Federal Law of March 26, 1998 No. 41-ФЗ “On Precious Metals and Precious Stones”:
- it was determined that the initial assessment of precious stones is carried out on the basis of price lists for precious stones developed and approved by the federal executive body, which carries out the functions of developing state policy and legal regulation in the sphere of production, processing and circulation of precious metals and precious stones;

- the powers of the Government of the Russian Federation regarding the establishment of the licensing procedure for certain types of activities when using subsoil plots for the geological study and exploration of deposits of precious metals and precious stones and their extraction, as well as the establishment of criteria and the procedure for including organizations in the list of organizations having the right carry out refining of precious metals, and exclusions of refining organizations from the list of organizations having the right to carry out refining of precious metals allov;

- The Central Bank of the Russian Federation is determined by the authority that establishes the procedure for issuing licenses to credit organizations granting the right to conduct banking operations of credit organizations with precious metals;

- the methods of state regulation of relations in the field of geological study and exploration of deposits of precious metals and precious stones, their extraction, production, use and circulation have been expanded (supplemented by new methods: licensing of activities for the processing (processing) of scrap and waste of precious metals; licensing of activities for the purchase of individuals jewelry and other products from precious metals and precious stones, scrap of such products; establishing a list of organizations entitled to and enjoyment of refining precious metals);

- an article has been introduced determining that the processing (processing) of scrap and waste of precious metals and the activity of buying from individuals jewelry and other products made of precious metals and precious stones, the scrap of such products is subject to licensing;

- it was clarified that the authorized federal executive body submits to the President of the Russian Federation and the Government of the Russian Federation a report on the replenishment and expenditure for the fiscal year of the valuables of the State Fund of Precious Stones of the Russian Federation in the form established by the Government of the Russian Federation.

The Federal Law of July 19, 1997 No. 109 - ФЗ On Safe Handling of Pesticides and Agrochemicals was amended in 2019 to clarify the name of one of the types of state supervision in the field of handling pesticides and agrochemicals - federal state veterinary supervision.
