ACCOUNTING STATFORMS FOR THE TRANSFER OF GOODS WITHIN THE EAEU SHOULD BE SUBMITTED BY MAY 21

According to Vladimir Customs, in March and April 2020, the registration form for the movement of goods within the EAEU should go to customs no later than May 21, 2020.
 
This is due to the Decree of the President of the Russian Federation dated April 2, 2020 No. 239 “On measures to ensure sanitary and epidemiological welfare of the population in the Russian Federation in connection with the spread of a new coronavirus infection (COVID-19)” and the Decree “On the extension of measures to ensure sanitary and epidemiological welfare of the population in the Russian Federation in connection with the spread of a new coronavirus infection (COVID-19) ”dated April 28, 2020.

According to the Decrees, statistical forms for recording the movement of goods must be submitted no later than the 8th working day after the end of non-working and public holidays.
 
For 4 months of 2020, 8354 statistical forms of accounting for the movement of goods were registered. Of these, 71% - using an electronic signature. In general, the number of statforms increased by 12% compared to the same period in 2019, according to Vladimir Customs.
 
As before, entrepreneurs and organizations commit violations. So, since the beginning of 2020, Vladimir Customs has opened 290 administrative cases in accordance with Article 19.7.13 of the Administrative Code of the Russian Federation “Failure to submit or untimely submission to the customs authority of a statistical form for recording the movement of goods”.
The majority of violators received a warning, in 6 cases fines were imposed in the total amount of 210 thousand rubles.
 
Vladimir Customs reminds: organizations should report on the movement of goods during trade with EAEU countries in the following cases:
 
- if they have concluded a deal on the import of goods into Russia from the territory of the EAEU countries (export of goods from Russia to the EAEU countries);
 
- if, on their behalf (on their behalf), such a transaction is concluded;
 
- if the transaction was not concluded, but they own the right to possession, use and (or) disposal of imported (exported) goods.
 
It is necessary to create and submit a statistical form using the Personal Account of a foreign economic activity participant on the website of the Federal Customs Service of Russia through the service “Presentation of a statistical form”. The section contains detailed information on filing reports in electronic form with certification by electronic signature.
 
While there is the possibility of reporting on paper. To do this, in the submission “Presentation of the statistical form on paper”, it is necessary to fill out the form form, print it, sign it, certify it with the seal of the organization and submit it to the regional customs authority in whose area of ​​activity the applicant is registered with the tax authority.
